Do you need to do a outline,everytime I work on my,all I got is a blank page.I have thisgreat character,who I am writing short stories for.Can one get a screenplay out of short stories?Do you do outline ,or other things?

Yes, you can get a screenplay from a short story.
Being There with Peter Sellers was adapted from the short story.

If you cannot come up with an outline you must not know your story. Don't start a screenplay until you know the beginning, middle, and end.
